![Join our statewide Prop 50 Briefing call this Thursday, Sep 4th at 5PM [PT] via Zoom. Provide feedback, ask questions and get involved.
On Nov 4th, California voters will decide upon Prop 50, which is to approve or reject temporarily redrawn congressional maps. Unlike other states, Californians will have the opportunity to vote on mid-cycle redistricting to counteract the extreme, partisan and undemocratic gerrymandering happening across the country.
With mail-in ballots being sent out in a little over a month, our efforts to educate and engage Filipino voters in the upcoming special election is imperative!

![📣Tomorrow is our Annual FilAm Policy Symposium in Sacramento — and we’ve been putting in work!🥵
This event brings our members together, [progressive] Filipino organizations from across California to discuss policy issues highlighted by our members from Central Valley, San Diego, LA and to the Bay. Our coalition partners have been meeting weekly for the past several months to develop a program that balances our community-based perspectives and member experiences with cultivating policy relationships in our State Capitol.
⚡️We’re delighted that our Symposium will feature keynote addresses from Mona Pasquil Rogers, the 47th Acting Lieutenant Governor of California and Dr. Rowena Tomaneng, Deputy Chancellor for the California Community College System.

![We are thrilled to announce our Keynote Speaker for this year’s FilAm Policy Symposium, the Honorable Juslyn Manalo, Mayor of Daly City!
About our Keynote:
🔥Mayor Juslyn Manalo was raised in Daly City and has deep roots in serving the community from a young age. Being raised in the multi-ethnic city of Daly City has given Manalo a deep appreciation for diversity. Juslyn is a true advocate for social equity. She and her husband are proudly raising their two kids in Daly City.
Early in her career, she became a Community Service Worker providing direct service to the Filipino World War II Veterans. Juslyn also managed the Bill Sorro Housing Program (BiSHoP), a program that helped low to moderate income families, find, defend and sustain their housing. Currently, she is a Community Engagement Manager, building partnerships to create community development opportunities such as affordable housing, jobs, open space, and youth development.
She was an appointed Personnel Board Commissioner for the city of Daly City , was previously chairwoman for the SamTrans Citizen Advisory Committee ensuring that local community voice is represented. She is also on the board of Senior & Disability Action, an organization that fights for policy locally and on the state level.
Manalo earned her Masters of Public Administration, from San Francisco State University’s School of Public Affairs and Civic Engagement. She has also attained a Bachelor of Arts, in Asian-American Studies and a Minor in Women Studies from San Francisco State University.

About our speaker:
🔥Cameron Sasai (he/him) serves as Public Policy Coordinator for LEAD Filipino, where he is responsible for designing and implementing their public policy and advocacy program, collaborating with their coalition partners, and fostering relationships with policymakers throughout the state. Raised by a proud Filipina immigrant mother and a Japanese-American father, Cameron’s mission has been shaped by values of advocacy, resiliency, equity, and social justice. He transferred from a California Community College to UC Davis, where he graduated with a Bachelor’s degree in Political Science—Public Service. Cameron proudly represents the City of Pinole as a Councilmember, where he was born and raised, and was elected in 2022 as the first Filipino-American and youngest individual to hold the position. As a legislator, he works to advance the fight for equity and justice through progressive policy.

About our speaker:
🔥Nikki is a community advocate, graphic designer, and journalist from Stockton, CA. She graduated from Dominican University of California with a BA in Communication and Media Studies. As a community advocate, she uses her skills in design and journalism to help ignite and raise voices of people who are marginalized. She has helped her hometown City of Stockton in numerous health initiatives like the Healthy Beverage Ordinance, Greenlining the Hood, and issues affecting Asian American Pacific Islanders.

![We’re excited to announce that California Commissioner for Asian Pacific Islander [APIA] Affairs, Kirin Amiling Macapugay, will deliver the Welcome Address at our 2024 Annual FilAm Policy Symposium on Saturday, March 30.
About our speaker:
🔥Commissioner Kirin Amiling Macapugay, MSW, is an Indigenous Person born in Kalinga, Philippines. She is a mother, professor, community organizer, state appointed commissioner, and founder of several grassroots efforts to strengthen the communities she loves.
In 2015, she founded Asian Pacific Islander Community Actions (APICA). She is currently the lead professor and Program Coordinator of Human Services and Social Work at San Diego City College. In 2016 she was awarded “Professor of the Year” by San Diego State University students, where she previously taught. In January of 2017, Kirin was the only Filipina-American honored as a “Present Day Civil Rights Woman Leader” by RISE San Diego.
Kirin served on the City of San Diego Commission for Arts and Culture and was past Chairwoman of the Cultural Arts Commission for the City of Chula Vista. She co-founded IKAT: Indigenous Knowledge, Art, and Truth, a group of Indigenous scholars and community organizers from the Philippines. She is Chair for Made in Paradise Hills, serves on the advisory for People’s Collective for Justice and Liberation, is a mentor for San Diego Leadership Alliance fellows; and serves as a core member of San Diego Asian Pacific Islander Coalition, and FIERCE–a statewide policy forum for Filipinx Americans. Kirin holds a Master’s in Macro Social Work and Bachelor’s in Psychology from San Diego State University, and a Certificate in Indigenous People’s Rights from Columbia University.

![Filipinas/xs/os continue to be the largest Asian American Pacific Islander [AAPI] ethnic group in 10 of the largest states in the country — and in California, we roll at nearly 1.5 million deep.
Coming off the heels of last week’s Primary Election and a 18% voter turnout in the state, an aspect of our Annual FilAm Policy Symposium will focus on turning out the Filipinx Vote!
This panel discussion will discuss current local, regional and national efforts to #GOTFV, including how to start a voter registration program, host phone banking events, and engage FilAms in core civic activities during this historic election cycle.
About our speakers:
🔥Daisy Maxion (she/her) is the Organizing Director for Filipino Advocates for Justice out of the San Francisco, Bay Area. She directs FAJ’s various civic engagement campaigns, including both in-person canvassing and digital organizing efforts.
🔥Dr. Janice Andrade O’Neal (she/her) is the Program Director for the Asian American Voter Empowerment Project [AAVEP], a voter registration campaign focused in East Los Angeles that continues to train dozens of canvassers to #GOTFV.
🔥Gabriel Young (he/him) is the Operations Manager for the National Federation of Filipino American Associations [NaFFAA]. He is overseeing the organization’s national youth and voter engagement strategy.

![Save the date for our virtual Annual 2024 FilAm Policy Symposium on Saturday, March 30 from 9AM-12PM [PST] as our coalition of 10 Filipina/x/o American nonprofits, community-based organizations (CBOs) and student and service groups hosts a statewide forum on building our Legislative & Policy Platform for Sacramento this spring!
This is an open dialogue to discuss social issues and concerns relevant to the Filipina/x/o community, including housing justice, tenant rights, healthcare access, ethnic studies, LGBTQ+ rights and creating affirming and safe spaces for all people and families.
It is also an opportunity to learn about how our communities are turning out the #FilAm vote this historic election year through innovative civic programs and campaigns amidst threats to our human rights, civil rights, and democracy.

![What’s up everybody! Sharing our 2023 Legislative Report, which summarizes the major state bills and house resolutions our Coalition of FilAm nonprofits, CBOs and student organizations from across California supported this year.
It has been exactly a month since the end of California’s 2023 legislative session. During that period, Governor Newsom reviewed thousands of bills hoping to become law ranging from topics like healthcare, housing, consumer protections, environmental justice, public safety, education and more.

![On 4.25.23 the Filipinx Igniting Engagement for Reimagining Collective Empowerment [FIERCE] Coalition hosted its Annual Filipinx Advocacy Day at the California State Capitol and across remote locations statewide. Together, we brought FilAm students, families, community members and advocates from the Central Valley, Sacramento, San Francisco, San Diego and San José.
Among our legislative and policy priorities included AB 1255 to create credentialing programs for Ethnic Studies in K-12 schools, AB 449 to establish Hate Crimes policies across the state’s 440+ law enforcement agencies, AB 1382 to reinstate funding for Cultural Heritage District designations, and the Philippine Human Rights Act (PHRA).

![Shouting out ourselves for organizing our first hybrid Filipinx Advocacy Day yesterday at the California State Capitol!
Together, our in-person and virtual delegations brought over 25+ Filipina/x/o community members, students, and families to Sacramento from San Diego, San Francisco, the Central Valley, and San José/South Bay Area to meet directly with legislators and their staff about our priority issues this legislative session.
Thank you to Genevieve Jopanda for providing opening keynote remarks on the importance of power building through cultivating local networks.
From the jump, our youth and young folks took the lead in facilitating and sharing their lived and learned experiences on the importance of Ethnic Studies credentialing [AB 1255], creating statewide standards for Hate Crimes reporting and data collection [AB 449], and Reinstating California’s Cultural Heritage District Designation program [AB 1283] to support the cultural and historic preservation and economic growth of our communities and neighborhoods.
As the Filipinx Igniting Engagement for Reimagining Collective Empowerment (FIERCE) Coalition we continuously assert our rightful place as Filipinas/xs/os across all levels of government and public policy development be it local, state, or federal.
At a population of 1.3 million in California, we stand to change the current with our voices, experiences, and collective might. Being absent from state level dialogues on critical budget and legislative conversations as one of the largest Asian Pacific Islander groups is unacceptable! We recommit to our collective pact to bring more of our members, youth and families every year into our statewide organizing efforts.
